All that means is the moon is invisible and it's creating the higher and lower than normal tides much like the Full moon does. You might notice that the back bays and marshes are flooded with high tide waters. If you're in that area... take precautions when driving or parking your vehicle. Know your low-lying areas on the island! Oh... also keep in mind that the back of the island (bay/marsh) always has high tide an hour later than the ocean side of the island.
